Singapore, Sept. 30. "Of late years taxes have been ateadi ly increased...figures show conclusive- ly that these taxes have been quite unnecessary and are unnecessary now and that they have simply been im- posed to swell the growing and enormous reserves of the Colony. That this should be done at a time when the taxable capacity of the taxpayer is at its lowest is obviously economically as wrong as it can be, was one of several striking passages in the speech of Mr. John Laycock, delivered to the annual meeting of the Singapore Ratepayers Association, over which he presided yesterday. evening at the Adelphi Hotel Only.. a few members, however, were present.

Asia Lands, Limited, has received the following report from their New York correspondents, E. A. Pierce & Co. Yesterday's up-turn is believed to have arisen from technical conditions. Due to the absence of any important news over night the moderate set-back to lay was logical. The undertone continues firm and the sentiment, generally, remains inore bullish than otherwise.

Wheat: The President's speech disappointed yesterday's buyers and the steadiness in Winnipeg caused a late rally of moderate proportions. Export receipts were light"

Cotton: Opened lower on Liverpool cables and continued to decline under the pressure of hedge sales. Speculators are indisposed to commit themselves, pending new developments.

Silver: There has been considerable switching from October to December and prices eased slightly on scattered liquidation. There has been good support for "spot" and December deliveries. Business Done: 1,660,000 shares.
