NATIONAL PLANNING

Mr. A. Blanconi, the Consul General for Italy, spoke on Tues day to the Rotary Club as an enthusiastic Fascist, on the indus trial development of Italy during the last ten years.

Visitors to Italy, and foreigners going on leave generally touch at least at Naples, will bear out the truth of his claims. There is no compari son, for instance, between Naples of ten years ago, and the well managed town that it is to-day Nor will the fair minded person even complain that Italy has lost her old-time beauty and charm.

Italy is primarily, an agricultural country, deficient in minerals, par- ticularly coal and iron. "The great aim has been the building up of a prosperous rural population. Agri- culture has been modernised; landlords have been made to do their duty by their inheritances, and the state has put in hand three great developments, mainly in the interests of the countryside, à national programme of road- making. cheap electricity largely from water-powers generators, and the draining 01 the malarial marshes, which have been the bane of Italy," and in praticular, the country around Rome, since classical times.
