CANADIAN BANK- ING SYSTEM

LORD MACMILLAN HEADS ROYAL COMMISSION

A Close Examination

Ottawa, Canada-A Royal Com. nission headed by Lord Macmillan, one of Great Britain's most eminent jurists and economists is conduct. ing a very thorough inquiry into the banking and financial system of Canada, and on its recommenda- tions. it may reasonably be expect- ed, will depend the nature of the decennial revision of the Cann- dian Bank Act which will be made at the next session of Parliament. Lord Macmillian's associates on the Commission are 'Sir Addis, a banker of international re putation; Sir Thomas White, Canada's Minister of Finance in the War years and a distinguished economist and financier: Mr. J. Brownice, Premier of the province of Alberta; Mr. Beaudy Leman, General Manager of the Banque Canadienne Nationale and former Bankers head of the Canadian Association.

The Government's" direction to the Commission authorizes a plete and detailed examination of the Bank Act as it stands and of its practical exemplification in the banking system built upon it, study of the Finance Act, consider ation of the proposal to establish s central banking institution in the Dominion. Futhermore the Com- mission is to study "the entire monetary system of Canada, includ ing credit, currency and coinage, particularly in their relation to commodity price movements and fluctuations 10 international ex- change." "

Nor does this exhaust the field: The Commission also will consider "whether and in what respects" Canadian banka and the nation's monetary system" may be modi- fied, extended or developed for the purpose of facilitating inter-Im- perial and international coopera tion in public policies designed to promote the revival of domestic and foreign trade and enterprise and the general increase of employ- ment, and to ensure a greater measure of stability in respect thereto."
