Changchun, Aug. 91.-Seaking a premise for the abolition of the extra- territorial rights now enjoyed by for eign Powers in Manchuria, the nation. al judicial conference of Manchoukuo took place here during the past week and ended yesterday,

Aiming at the complete reorganisa tion of the judicial system in the new state, the conference agreed on the following:-

(1) That the posts of judicial of ficials will be guaranteed;

(2) That the judicial year will start pn.January 1 and end on December 31, instead of July 1 and June 30, respectively, as arranged previously; and

(3) A judicial officers' school will be inaugurated this year and more stud- ants will be sent to Japaa. Banchou- kuo judicial officials will be despatched to Japan and the Kuantung Lensed Territory to study the faw-court system. United Press.
