SHEEP IN MANCHURIA

Tokyo -With a view to discussing the projected establishment of the Japan- Manchuria Sheep-mising Association, as already noted. Mr. Nagai. Minister of Overseas Affairs, invited many private parties interested in the wool industry to his official residence Wed- nesday afternoon (Tst instant).

Silver prices dropped 1/18 over the week-end making the quotations 17.7/8 for Ready and 18 for For- ward Silver advices reported speculators as having sold to a small extent. China bought. The tone at the close was steady, In America the rate whs lower at 38 for Spot.

New York advices reported the dross-rate as being 4.381.

Market.

Dull, the tore was steady.

Sterling.

The market opened with sellers at 1/4.23/32, buyers bidding 1/4.3/4 resulting in a small business at 1/4. 23/38 for near delivery followed later by a couple of transactions at 1/4.23/32 for September. The mörket closed at lunch time "with probable sellers at 1/4.31/32 August and 1/4.11/16 September, buyers probably at 1/4.11/18 for cash and 1/4.83/32 September.

Gold Dollars.

Nothing doing. There were sell: ers at 31.1/16 for near and 31.3/16 September, buyers' at 1/8 higher. respectively.

Domestic Bond Issue

TOKYO, Aug. 7.-Japan again in teuds to "balance" her budget by a domestic bond issue, Finance Minis- ter Korekiyo Takahashi told news. paper correspondents in an interview.

The minister, summering at his villa in Hayama, professed not to believe that the army and navy will wreck national finance with their ex- orbitant demands for appropriations for the coming fiscal year, but be admitted current income will not be sufficient to meet the "necessities of national defenses.”

More Bonds Needed.

The current budget, as-approved by the cabinet last November 25 and subsequently by the Diet, called for 2,289,825,728 yen and was the largest in history. Takabashi admitted the 1983-34 estimates will be even larger. The present budget was "balanced" with a bond issue of 896,403 257 yes. 1141|| The Minister admitted an even larger Bond issue will be needed for the coming fiscal year. He was confident, however, financial institutions will be able to absorb the bonds He ad- mitted there was little if any pos- sibility of obtaining foreign loans.

Monopoly Discarded,

The Minister doubted the feasibili- ty of a scheme prop sed by Dr. Ki saburo Buzaki, president of the Sei- yukai-dominant political party-to raise funds through the creation of a state mouopoly to control the sale of bear, sake and other alcoholic drinks. He admitted Dr. Suzuki's estimate that from 100,000,000 yen to 200,000,000 yen might be added na- tional revenue annually by an alcohol monopoly might be correct, but asserted the government was without funds to create the monopoly.
