Though worded differently, the two messages are practically the same in meaning. Among the signatories of the telegrams are veteran Kuomintang leaders such as Hu Han Min, Tang Shao Yi, Hsiao Fu Chen, Teng Tse Ju, and high military chiefs such as Generals Chen Tsai Tong, Li Chung Jen and Pai Tsung Hi.
