quite true and
had you confined Jourself to the subject then under discussions,
Whether in the
viz:-
the absence of "the Colonial Secretary- the Lovernor was bound to entrust the duties 'of the Colonial Secretary's office to the Chief Clock or whether he might properly nominate
there to
any
other Person whom
'the Governor might see fit".
Zour representation would have been accordingly forwarded,
as
the question would then have resolved itself into an
appeal
against
the Governor, but I must remark however, that
I consider, for obvious reasons,- the office of Colonial Secretary
in so far
as
regards succession, entirely distinct from the working Staff of his office.
