The memorandum concerns the main principles governing the re- lemption of the C.E.R. by Man chukue and it was read by M. Yuremief, the head of the delega tion, at a meeting of the conference held on July 3.

It estimates that the expenditure on the railway up to 1931 totalled 411,000,000 gold roubles, but it agrees to the redemption at cost F. P.M.UF 250,000,000 gold roubles, half of which the Soviet agree, to receive 4.20 6.14.

Moscow, July 8. Lieutenant James J. Mattern the 29-year-old American eir man, who disappeared after leav ing Kharbarovsk on June 15, on his round-the-world flight, and who was reported safe at Anadirchu kotka, a small Biberian town, yes terday, has now explained the rea- sons for his long silence.

Lieut. Matter states that he was forced down is a desolate waste, 100 miles from Anadirchukotka, owing to the breaking down of his. engine. Three weeks elapsed before he was able to transmit a telegram from the nearest office.-Reuter.

London, July 9. Captain de Havilland, using a Leopard Moth plane of his own design, won the King's Cup Air- Race.

He beat Flight Lieut. Edwards by thirty feet.
