NANKING, May 12. ALL shades of opinion in the capital are most indignant at M. Litvinoff's admission that Russia is willing to sell the Chinese Eastern Railway, especially as only two daya previously M. Karakhan was reported to have assured Dr. W. W. Yen, Chinese Ambassador to Moscow, that the Soviet had no intention to offer the Railway for ante.

Official quarters say they cannot understand Russia's "change of attitude." A typical view is that M. Litvinoff's statement, following on the heels of the resumption in Sino-Soviet relations, can only be regarded as "most deplorable and regrettable."
