The Premier remarked at the out set that he could not say much mor than he said last Thursday.

Anyone familiar with the issues involved must realise the state of the negotiations and that the posis tion in the very delicate matters which had to be faced without de- lay and with determination to reach a definite agreement could not be improved by a full statement on what was going on in a tentative and purely non-committal way.

Complete Co-operation. Four daya in Washington were all to brief for agreements, Int they were long enough to enable Rense velt and himself to exchange in formation and survey the ground which their respective Governments had to cross before satisfactory issues were reached.

There were thros big sections they had to examine, namely war debts, the business that would come before the Economic Conference and a third section, on which there was a fairly prolonged aonversation, on how the British Government regard ed the European situation, the prospects of peace and the pacify- ing of disturbing elements so that co-operation between the two Gor ernments at Geneva should be, with-

Dr. Rosenberg was sent to ex- plain the Nazi policy on current affairs. It is learned that he dis- cussed with the British Ministers the economic and military position of Germany, and it is believed that he also touched upon the situation at the Disarmament Conference.

Dr. Rosenberg also had an inter- view with Mr. Norman Davis, the United States special envoy who is now in London. The hope that Germany would modify her policy and enable progress to be made at Geneva is understood to have been expressed by Mr. Norman, Davis.

He emphasised the American view that an atmosphere of goodwill at the Disarmament Conference is ab solutely essential for the success of the Economic Conference, He 30 made it, clear that America is very opposed to the re-armament of any

Concurrent Negotiations. Debt negotiations would have to go on concurrently and on parallel lines. A permanent settlement was the thing they had to aim at. The 6fteenth of June was going to be an awkward hurdle but what was required was a quiet survey of the possibilities.

In the meantime, he hoped noth- ing would be said that would in- crease the difficulties, so as to make the hurdle imposible to clear.

Continuing the Premier said that since he entered the House, informa- tion had reached him that there had been a further exchange of views with the United States Government and he was now able to say that, subject to the settlement of the actual words, and while protecting the essential points of both Govern- mente, there was every prospect of reaching an agreement as to the advisability of an immediate tariff truce.
