Geneva Not Ignored.
There is, however, a second ele ment in the plan, whereby it is laid down as an axiom that agreement. in principle should at the outset be formaally registered by the four Powers, the argument being that unless those four Powers be agreed, the plan is doomed.
After Buch an agreement is re- gistered, it is the further submis- sion in the plan that it should go to Geneva and that the European Powers in general should be invit ed to subsoribio to it.
