The Congress Controversy. Meantime, exchanges, of telegrams are in progress in the controversy between Nanking and Canton over the calling of the Provisional Kuo mintang Congress. Nanking has issued an explanatory statement in answer to the Southwestern opposi tion, but the local leaders have found the explanations unsatisfac- tory, and have therefore issued an- other message refuting the argu- ments put forth by Nanking.
