GENERAL Chiang Kai Shek who since his arrival at Paotingtu, has been transacting all business in the special train in which be travelled, from Hankow, has now removed his Headquarters into an old Yamen of the Military Gov- ernor this morning.
Although he has been extremely busy with affairs of State since his arrival, the Generalissimo has managed to find time to visit many familiar scenes around Paotingfu. It was here that General Chiang Kai Shok studied as a military stud

ing the origin of the Reichstag fire are antisfied that it was the work of Communista is shown by a statement by the magistrate who is conducting the investigations.
He has declared that it is estab- lished that an arrested Dutch com munist named Vanderlubbo was in relationship just before the fire not only with German, but with for- sign Communists.
These included some, who in 1825 were sentenced to death or long imprisonment for complicity in a conspiracy to blow up the cathedral at Sofia. These men were arrested and gaoled.
The investigation, adds the ma- gistrate, has not provided the slightest evidence that others, ex- cept Communists, were involved in the fire.

BERLIN, March 23. On the eve of the meeting of the Reichstag to-morrow, when it is ex- pected that the Empowering-Bill, giving Herr Hitler and his cabinet dictatorial powers to rule without, legislature, will be passed, the offi- cial agency of the Nazi Party has issued a warning that the Reich- stag's non-acceptance of the Em- powering Law will be tantamount to a declaration of war, and the consequences will be visited, not only on the opposing parties (the Centre, Bavariau Peoples' Party and the Social Democrats), bat on their voters.
