Mukden, Feb. 14.-Previous his arrival in Peiping, Mr. T. Y. Soong, Finanos Minister of the Nanking Government, secretly met Mr. Edwin S. Cunningham, Ameri- can Consul in Shanghai, and pro- visionaly signed a loan agreement for 80,000,000 yuan from the United. States, according to information received here from Shanghai. It is reported that 2,000,000 yuan from the loan will be furnished to Mar- shal Chang Hsueh Liang as a war fund.
