Modern China was a. different matter. It was a modern State, and yet it was not a modern State. It was unified by an ideal, some- thing for more important than mere mechanical and external things. The people were divid ed; it was the militarista who were divided, because the sense of loyalty had gone with the pass. ing of the monarchy. Why should one militarist obey another?
The Chinese saw that they must work out their own salvation, but a little help from other nations would greatly aasiat unification. His audience should remember that! they had inherited law from the Romans, religion from the Hebrews, and humanity, art, and philosophy from the Greeks; the Chinese had to experiment 2,000 years ago, fail- ed, and lost confidence in them-
