MR. LIU CHUNG CHIER, vice-Minister of Foreign Affairs, arrived from Nanking this afternoon. When Interviewed he said he had come to confer with Marshal Chang, and donled he had come to negotiate with the Japanese regarding Shanhaikwan.
He said the Shanhaikwad lucident was not a local question but part of the whole Sino-Japanese question.
