After referring to the altered cir cumstances.confronting the nation -the change from complete isola- tion to international rivalry, which finally led to the Revolution,-the manifesto haserts that it was to adapt the internal administration of the country to these changed conditions that political reforms were effected:

In the course of the two years since the First National Civil Affairs Conference, much had taken place, including the developments in an unprecedented period of em ergency. If the nation is to sur vive, therefore, definite steps must be taken for coping with the situa- tlon, Hence the calling of the Se- cond Civil Affairs Conference at this time."

The manifesto then goes on to say that, to secure progress in cen- tral and local administration, the respective laws and regulations ahould be re-examined, revising where revision is necessary and new enactments made to replace what are obsolete. The desideratum should be a civil administration functioning with all the discipline and efficiency of a military ma chine. Local autonomy must not be further deferred.

Ambitious Programme, The more important · resolutions reached at the Conference, the manifesto states, comprise the fol lowing:

Some months ago, the Indian Government came to the view that it would be much more satisfactory if the responsibility of dealing with grave threats to law and order was. The Conference would end just as. the Conference of last year and the year before had ended, with a series of reports and when the opposition read them they would agree, that much useful work had been dones.

A great measure of agreement had boon, reached not only between the Government in Britain and India!! but also with the Indian delega tions in London. The Government would do everything in their power to increase the forces of good will, and would show their willingness to co-operate with India. if India. would cooperate with them.

LONDON, Dec. 23. RECOVERY of the world's cotton industry, not wholly attribut able to the seasonal causes, was ro corded in the past three months by the cotton trado Statistical Bureau. World trade, in piece-goods rose to its highest level since the beginning of 1930 mainly owing to the expla sion of Japanese exports.

Lancashire has tregained some of its lost export ground since the abandonment of the gold standard, while Japan by a similar action not only retained' her former trade but extended it at the expense of Brittin and the Continent..
