many injured when a serious explosion occurred in the ancient fort of Appio, just outside the city. The explosion was followed by a fire among the explosives stored in the fort.

NANKING, Dec. 29.
A BRIEF final bession of the
Third Plenary Session of the C.E.C. at noon to-day marked the closing ceremony of one of the most important political gatherings in the Chinese capital during 1932.
In reviewing the Third Plenary Sessiou, the only disturbing Inei- dent in the entire conference of the Sersion was the publication of a Defiance Proposal." Nobody was to blame for the publication of the proposal which created a sensation both here and abroad. The Secre- tariat released the text to the Press after obtaining permission from curtain sponsors of the proposal who were not active members of the present Government Furthermore, the Secretariat believed the text was publishable since the proposal. was merely submitted for debate and no decisions had yet been reached. The unexpected serious ness of the sensation, caused by the publication of the proposal, quickly brought a drastic charige in Secretariat procedures concerning Press relea609.
The Press has been informed tha na resolutions or proposals are publishable unless formally adopted, and only the general title of. the resolution is available to the Press without the full text. "The defiance proposal,

CANTON, Dec. 91. The Chinese Government had some time ago decided to effect the in- spection of passports of foreigners newly arriving in the country at the ports of entry, as in the usual prac tice, but so far the service has only been inaugurated at Shanghai, af a "sort of experiment. The service there is stated to have been efficient- |ly and satisfactorily operated, and so he Government has thought it practical for the service to be a tended to other ports in the coun- trg. Canton being one of the main ports of China, local authorities have accordingly been requested to tako ateps to undertake the inspec tion of passports of foreign nation- (Continued, on next column)

Banned from mah jong playing. as are all government servants, atops are being taken for the pro vision of other recreation facilities for the numerous military officers: in Canton city. It is reported that the Military Headquarters proposes the establishment of a big club house for these army officers where all-forms of modern recreation-faci lities will be provided, including of cpurse, a ballroom. The site for this club-house is to be at the foot of the White Cloud Mountain, as it is also intended to have military barracks built in the vicinity. It is further planned to have living; quarters for officers and their fami lies in the neighbourhood.

According to reports, local en- thusiasts in procuring help for the Volunteers in Manchuria are very far reaching in their plans. Toot- ball matches, concerts, strong man shows and similar exhibitions have already been held. Regular contri- butions are promised. from various Bources. Contributions from land. lordi, tenants, and various others. are said to be under arrangement. Surtaxes on theatres and amuse ments are being projected. The latest project is for an invitation to Dr. Mei Lan Fang, the famous impersonator of female characters on the Chinesa (Eskinese) stage to appear in a series of performances in the present cause. Dr. Mei has paid two visits to Canton both of which were successful and his appearance again is expected to Se welcome. The proposal is said to have been communicated to Dr. Hei who is reported to be viewing it favourably. If he accepts the in ritation, he will probably come down to Canton early next year,
