TOKYO, Deer-13- IN declaring that the resumption of Sino-Soviet relations is most unwelcome to Japan, a Government spokesman remarked the elements most disturbing to world peace have noy joined hands, but Japan standa squarely against these forces. The question for the Powers is, whether to allow forces of destruction to rola in the Orient or forces for consolidation.
"The, restoration of "Sino-Soviet relations poses this issue squarely, and beside it the future of Man- churia is comparatively insigni- ficant."

The rumours that Sino-Russian negotiations were in progress re- garding a resumption of diploma tic relations have been definitely confirmed by an official announce ment that as the outcome of to- day's meetings, Bino-Russian diplo matic relations have now been re- sumed.

TOKYO, Dec. 13, News of the resumption of diplomatic relations between China and Russia comes as no real sur prise to Japan, but official quar tors are plainly worried by the development.

SHANGHAI, Dec. 12. FURTHER questions concerning the Shanghai District Court were naked in the House of Com mons co-day, Sir N. Sandeman (Co., Prestwich) suggesting that Luther Powers should be approached
with a view to reinstating the old f Mixed Court.
Captain Authony Eden, Under- Secretary for Foreign Affairs, re- plied that Bir John Simon con siders that such a step would not be in the true Interests of the British community in Shanghai.
Later, Sir H. H. Craddock (Con., Combined English Universities) requested that the British repre schtative in Shanghai should be: instructed to insist on suetr re- forms in the Court as will end the existing abuses.
Captain Eden, in replying, said the Chinese Government had al ready had attention drown "to the difficulties in working the No. 1 Court in Shanghai, and sugges- tions had been made for the offim nation of certain grounds for com plaint. The Government was natur ally continuing, its work to that end
