At the same time, Sir, Stanley expressed, doubts of the desirabi lity of the introduction at an ear ly date of the full democratic sys- tem. "Phelps enjoyed the hospitality of his Majesty at Brixton Prison for one month," he said.

Later another committal order was made against Staples and the same deception was kept up, but it was found out.
