Scrap of Paper. Concluding, the Note regards it as inconceivable that the Japanese action should go nuchallenged and that the Nine-Power Treaty should be treated by the signatories as a scrap of paper.
The peace of the world, it de clares, is ominously threatened. Chino therefore requests tha Powers properly and effectively to deal with Japanese aggression in Manchuria.

the pluck of Mr. Pawley, captive of Manchurian bandits, has been aroused throughout Britain by the publication in London, në a letter smuggled through from the captive woman to her father in Harbin.
In this she pleads: "Please get us out of this Hell Incarnate," yet simultaneously heroically seks her father to send a powder-puff and lipstick.
Mrs. Pawley's mother-in-law, in- terviewed by the Daily Mail, glowingly praises her daughter-in- law's spirit, and said the publica- tion of the emuggled letter was the first news which in any way lightened the awful burden of ap- prehension. It gave her reason to hope things might not be as bad as they seemed.
