History shows that postal systems for imperial purposes are very ancient institutions, the oldest known being that of China, known` as the I Chan, or Government scr. vice of Couriers for the transmis sion of official despatches. This is mentioned in the records of the Chow Dynasty, some 3.000 years This conference met ago. This system remained in use until 1012 when the Chinese post office administration undertook the transmission of all despatches.
