and should be regarded as a consequence of the disturbed conditions in China, and that recognition by Japan of the new state thus created cannot violate the stipulations of the Nine Power Treaty. Now let me proceed further and dwell upon the reasons why the Japaness Cluvernment consider recognition of Manchukue as the sole effective means of solving the Manchurian problem.

JAPAN'S SOLUTION,

With regard of the question of fading

a solution for the Manchurian problem, the Japanese Government attaches the grootent importance to the following two points:-

1. That in soaking a satisfactory

solution wo should aim at the fulfilment of the legitimate aspirations of the Man churian people, alequate guarantees for the rights and interests of Japan, at prevention (in order to make Man- churía a safe place to live in alike for Manchurians and foreigners) of any ro- cradoscunce of erstwhile anti-foreign policy and movements, and finally at bringing not only stability to Manchuria but permanent peses to the Far East.

2-That such solution should be effected by rejecting all sentimental and abstract theories and arrived at upen the solid basis of the realities of the situation. In view of the circumstances that led to the outbreak of last Sep tember and the immouse sacrifices that our country have been compelled to ninke in the past, the Japanese Govern- meat feel the imperious need of arriving

at a fundamental solution of the Man- churian problem on the lines of these two propositions, and of eliminating for all the time causes of Sino-Japanese conflict...

On the other hand, it appears that 1 certain quarters a plan is being cen- sidored to reach a solution by patching up mattore for the moment by investing China Proper, in one form or another, with authority over Manchuris. Thas such plan would only serve to reproduca the situation preceding the incident, of Sopiomber 18, 1931, is only too pinin to us, who have boon taught by bitter experiences in the past. The people of Japan can never comment & solution of that kind. Moreover, it is as clear day that the investment of Chios Manchuria. Proper with power over under whatever guise, is totally irre- concilable with the political crcod enunciated in the declaration of inde pendence and other public statements of the Manchukue Government, and, there- fore, that scheine has no chance of being accepted by the Manchurians, The imposition upan. It is plain therefora that to extend to Manchukuo formal recognition and assist its Government to carry on their sound policy, will be a notable-stop to. ward making Manchuria a happy and peaceful land for natives and foreignern sliko on the bakloftthe realities of the situation. How Dr. Cuthbert Christy, a distinguished explorer and scien tist, died alone in his tent after being tossed and gored by. wounded buffalo in the Belgian Congo is tald in the first detailed story of the tragedy which has reached from the Congo.

The doctor, who was a member of an expedition which set out un dar the auspieces of the Belgian authorities to obtain specionens of elephants for the Belgian Museum, had left the party's headquartere at Welle, in the north-east of the Belgian Congo, on May 11, to make his way up the Aka River in search of further specimens, Ho was abcompanied by three, native. elephant hanters, two boys, and 25 carriers,

While out with two boys on May 27 Dr, Christy sighted a small herd of buffaloes-the strongest animala in the world for their size. At a range of 60 yards he fired two shots, hitting a male buffalo; two more shots, and the animal fall to the ground, a hind leg shattered; a fifth shot struck, him near the tail.

The enraged beast rose, dragging its wounded leg, and charged to- wards the men, They fled for safety, but the buffalo caught Dr. Christy, who received a tremen- dous blow. He was flung into the air, thrown down on his head, and gored in the right thigh.

Dr. Christy was taken back to the camp on a stretcher. Though suffering severely from the injuries to his back, chest, and shoulders ho superintended the washing and bandaging of his wound, ner was sent to the nearest station fifty miles away, and a medical assistant sot out for the camp with all possible speed. Bat he was too late. Dr. Christy, finding that he T14.30 was dying on May 29, sent all his companions out of his tent in the morning, and died alone at 2 p.m.
