The confused and unsettled Far- liamentary conditions of our post- War years, with their misunder. standing of democracy, now make it imperative that the national powers that have attained auch strength should co-operate without party ties in a Government insti tuted from above, that has the con fidence of the Head of the Stato and serves only the common. terente, without regard to partics and without slipping off to bound

What does the nationally-minded Gorman hope for from the new Government? He wishes a streng thening of all force, which serve the State alone and are indepen dent of party intrigue. He wishes the repression of the influence of parties which are not ripe to man age the affairs of the nation, as they would only do so in their own interests. He rejects an unrestrict ed form of Parliamentary govern ment which resulted in even the most everyday affairs of adminis tration being regarded from the point of view of high politics.
The present Government will be neither reactionary socially nor chauvinistic. It will have to en- deavour to make Germany save herself from her fearful distress and unemployment by fundamental economic reforms. It will accord ingly, for a start, have to take the measures necessary to set produe tion going again, and, in so do ing, must not shrink from hurting vested interests. Equally in the qucation of land settlement it wil do that which is necessary in the interests of the 'nation as a whole., In external affairs the Govern ment will carry on the policy of the Bruning Government-that is to say, it will continue to tread the Capt. N. H, Leitch, of the Sheng- thuray path towards freedom, and, king, has retired
