The dispute over the land annuities which has given rise to the trouble relates to payments which the Irish Free State Government agreed to make soine years ago, and which have hitherto been regularly made year by year with the sanction, of the Irish Free State Parliament.

The offer of arbitration came from the British Government and was formally made to Mr. de Vatern on June 10 last.

The Free State Government raised the dificulties is to how any court of arbitration could be constituted. Even on that, however, they have come to no close negotiations with London.

At the last minuto a proposal was put up to the British Government that the facts should be enquired into by a body of four, two appointed by the Irish Free State Goverment and two hy the British Government. The novelty of this proposal lay in the fact that it was not proposed that the decision of this body should have any binding offect. When the four had drafted their report, or reports, then the Governments were to negotiate and ao proposal was to be made for a means of coming to agree. ment, should negotiations fail. In the meantime, relations be tween the Governments would have been deteriorating.

ANXIOUS FOR SETTLEMENT

The British Government, which is anxious for a settlement of the ananities question, were willing for arbitration by a specially set up body or for further discussion as to whether direct con- tact could be maintained- between the Governments cn a means of finding a Bottlerent, of financial questions at issue. They pro- posed that the present situation of deadlock should be treated in the way in which the money in disputes is often treated in law courts, that is, that payments contested should bo mado pezd. ing a decision, with the undertaking that even thess payments should be subject to any ultimate settlement. They proposed that upon agrecedent as to terms of reference for arbitration or as to further discussion, and upon payment of the money involved, all present action should be suspended including the collection of revenue by way of special customs, and that remains their posi. tion.

They are prepared, so soon as they receive communication from the Irish Free State Government to this effect, to enter at once into such agreement, and this dispute will be ended. LATEST BRITISH OFFER
