FRANCE AND GERMANY TO DECIDE
The Conference hangs in the balance and the meeting between Herr von Papen and M. Herriot this morning will decide whether an agreed settlement is possible or whether the whole question must be adjourned till a more opportune moment, although the outstanding points are very few.
The sum payable by Germany has been practically settled, M. Herriot frankly stated last night that it did not matter much what Germany paid as probably all would be passed to America anyway, but as no agreement persists over the political clauses it is essential to discover a formanta satisfying the German wishes without offending French susceptiblities,

M. Herriot cheerfully remarked that things were not going too badly, but we are rather lost in a forest of formulae at present. REPARATIONS ABROGATED
The conditions of the Treaty of Versailles as far as they con- cern reparations, have been abrogated.
Germany is to pay in a few annuities, £150,000,000 to the European Reconstruction Fund, and Part Eight of the Versailles Treaty, relating to Germany's war-guilt will cease to have effect.
Signatories of the Lausanne Agreement undertake not to da anything capable of disturbing the economic, peace of the world. Such are the main provisions of a Treaty of 2,500 words expected to be signed to-day.
The agreement must be ratified by the various Parliaments, but only when America's attitude on War Debts is definitely fixed... after the Presidential election.
There may be some change in phrasing the War Guilt Clause, which the French find unpalatable, but the negotiations have ad-. vanced to such a point that neither the French nor the Germans would be willing to assume the responsibility of causing a rupture.
Mr. Ramsay MadDonald developed a sovere headache in the afternoon, which left M. Herriot and Herr von Papen alone. As a result some say that a stiffened attitude between the French and Germans occurred....
