What seems to me to be a matter of importance is whether primarily, Mr. Mow Fung is to represent the Colony as whole, on whether primarily he is only to represent Kowloon...do not read Mr. Lo's foster as contain ing an attack on the K.R.A.; ho points out an important paragraph in the EBA.a letton, and analyses two possible meanings of that state. ment. E soo, now that the K.R.A. has advanced a third meaning, namely, that it is merely to enable its candidates to get over an in feriority complex in regid fo ha lack of technical knowledge.
