in the South, and the home of the Fathers of the Republic, as the Arst port in China known to the outside world. It has an area of eight square miles and a popula tion of over a million. The city enjoys a high prestige, not solely on account of its historical interest and commercial importance, but also because of the tremendous progress in its municipal develop ments during the past two decade. The old city, wall, which dated back to 300 B.C., and was torn down fifteen years ago to make room for modern'ronds, showed the antiquity of the city.
In spite of this, the idea of modern municipal administration is new to the people. At the end of the Manche regime, there WhỘ 'N proposal. recommending the plans for modernizing the old city, but it was not until the seventh year of the Republic that the late Dr. Sun brought the Municipal Office into existance, its main business being to tear down the old city walls for building better and wider roads. The Arst city charter appeared three years later, and since then old Canton has been transformed into an up-to-date punicipality.
