THE JAPANESE GOVERNMENT HAVE DECIDED SEND ONE ARMY DIVISION TO SHANGHAI.

THE FOUR-POWER PROPOSALS

The proposals are as follow

(1) The cessation of all acts of violence on both sides forth- with, on the following terms.

(2) No further mobilisation or preparations whatever for further hostilities."

(3) The withdrawal of both the Japanese, and Chinese com. batants from all points of mutual contact in the Shanghai area.

(4) Protection of the International Settlement by the estab lishatent of neutral zones to divide the combatants, these zones to be policed by neutrals, the arrangements to be set up by the Consular authorities on the spot.

(5) Upon acceptance of these conditions, prompt advances to be made in negotiation to settle all the outstanding controversies--- between the two nations in the spirit of the Pact of Paris and the resolutions of the Longue of Nations on December 9, without prior demand or observations, and with the aid of neutral observers or participants.
