Portsmouth, November 23.-The ARRIVALS AND DEPARTURES. famous old seventy-four gun ship Implacable, which was captured from the French and has rendered fine service in the Royal Navy, is to be removed from Falmouth to Portsmouth in the spring and used as a holiday training vessel for boys from all parts of the country.
