His Excellency the Governor: So many reservoirs, dams and other works of like nature have boon on- structed in Hong Kong that it has not been usual to have formal open- ings of them all. 'I ́yielded, how. ever, to Mr. Cready's well-known persuasiveness and agreed to formal opening on this occasion, in view of the fact that the construc tion of this dam completes a very important sage in the waterworks programme and, as Mr. Creasy has stated, this is probably the last reservoir of any considerable size which will be constructed on the island.
My complacency has been reward- ̈ed in that the history and descrip. tion of this work have been so zde ghately dealt with in the souvenir and the speech of the Director of Public Works that there is little left for me to say. I congratulate the Director and his officers on the successful construction of this dam and reservoir, and especially de 1 congratulate Mr. Henderson,, who has been mainly responsible for the design and supervision. I also con- gratulate Captain Ede and his com pany in having completed this work so antiainctorily in spite of the various difficulties ofcountered.
