Food is inadequate to the demands of the population largely owing to "the way in which the authorities aro concentrating on the development of the heavy industries under the Five Year Plan.
The Co-operatives supply rations to the workers, but anything that may be required beyond these su plies has to be purchased at high prices in the private markets.
Then, you may see people offering for sale, at prices four or five times higher than those which they paid for them at the Co-operativo Stores, their rations of meat and butter, so that they may have the money to spend on luxuries.
The organisation of the lie of the countryside on collective lines is proceeding very rapidly,

Satisfactory Finances.
The Chairman's proposal that the report and accounts for the year be adopted was seconded and post- ed unanimously. The seconder (Mr. E. In regard to the suggestion, to charges a subscription fee for Indies, Mr. Davidson said he thought it was the feeling of the meeting that the matter should be left to the incoming Committee to deal with." The proposal was put to the meet-

The state of affairs to-day is still embryonic, yet while the standard of living in most respects is mach below that of other countries it appears to be rising. There is possibly a good deal of minor discontent and in remote dis- tricts, hardships and injusticos. On the other hand, the "Blan" seema to be justifying itself by results.

Too little do we hear of the real labours of our public departments public bodies-and public ser vants, but sometimes, the veil is lifted, and we get just a glimpse: a low well chosen words and so

Such an occasion WILB the last
meeting of the Sanitary Board,
when the President revealed the fact, that for years, the Board has been devoting itself with the task. of dealing with plague and small pox dangers, which are ever at our doors. This task has proved to great, that such matters as tuber. culosis, infantile mortality over erowding slums and other sanitary measures have perforce been rele gated to a period of less stress,
It was a great day in the history of Hong Kong when we were assur- ed that these two great dangers had been definitely barred, so we e now look forward to a period of activity on the part of the sand- tary authorities in tackling the evil in our midst, which evils are very real, even if, in the past, they were relatively minor evils.
It in a matter of congratulation to learn, that such a ridiculously. simple expedient as vaccination should have been discovered by our local sanitary authorities a method of reducing the small-pox. throat, and we trust that the dis- coverer of this expedient will be able to find equally simple methods of dealing with other perils.
The now method of preventing tuberculosis by teaching the Chi: nose to spit straight, will; we trusti prove successful, in which case;
