Mr. Koo was a member of the Canton National Government Coun cil; and was a noted leader of the moderate section. He was Ha Han Min's close colleague and when Mr. Hu was imprisoned by Marshal Chiang Kai Shek at Nanking, he immediately resigud his post in The Government, and proceeded to Canton to organize an independent Government with the support of General Chen Tsai' Tong's Army
