In this coungelion, it is in teresting to note that, contrary to the almost universal practice with countrica of any importance, China has hitherto sent only har Ministers Extraordinary na Accredited representatives to all the Foreign Powers, with the ante exception of Soviet Russia. -

Wilo the state of comparative seolusion in which China lived when her first Ministers were ac credited might have rendured unnecessary to send ambassadors, the overgrowing importance of the world position of China as well as her increasingly intimate reln tions with other powers, renders it. advisable for her to accredit am bassadors to at least the more im; portant Powers.
