A survey of the current political situation with special reference to Sino-Japanese relations was made by Dr. Chao Byng of the Ministry
of Foreign Affairs.
In Dr, Chao's, analysis, the re- cent anti-Chinese riots in Koren are divided into two parts, namely the Wanpaokhan affairs and the massacre of Chinese, in Korea." In reference to the Wanpaeshat incident, the Ministry is at present making an unbiased investigation after which proper action, will be Laken. Manila, July 30.-General Emilio' Aguinaldo, the famous revolution ary leader, to-day handed Senator H. B. Hawes, who is visiting the Philippines, a long statement an- swering the questionnaire submitted to him and urging the independence of the Islands in five to ten years.
General Aguinaldo's statement means a complete reverend of the stand há previously maintained against immediate independence.
The General declares that the United States is not preparing the Philippines for freedom.
The Filipinos, be asserts, are ready to pay whatever price Destiny exacts, from them for independence, Economic development must be put side in favour of independence, as it will be impossible to develop the Islands from an economic point of view until political freedom is granted.
