》VERNMENT'S DUTY TO AVOID UNDUE OPTIMISM.
Is introducing a Bill to authorities the appropriation of a supple mentary sum of 82,486,577.02 to defray the charges of the year 1030 at the Legislative Council meeting yesterday, the Colonial Secre tary, Hon. Mr. W. T. Southoru, M., stated that although this sam appeared at first sight to be a very large one, the actua deficit during the year was only 8301,173 if the expenditure of the year were compared with the revenue. He gave elaborate details as to how this figure was arrived at and in the course of his explanation said that it might be thought that the Government was unduly pessimistic in October last, but the position was tiren far from clear and it was the duty of the Government to avoid undue optimiam.
The Colonial Secretary ales pointed out that the Government was satisfied that the Colony's financial position was sound. The revenue was showing a satisfactory expansion and at the end of tho first half of this year it exceeded half the estimate for 1831 by near-
