This obvious fact is too often overlooked. In the past, with great deal of silver in circulation (and therefore so much less paper), the fact that the whole of the paper could be changed into metal (silver) and vice versa, at any time, anywhere, and with anybody gave paper a far greater real value in the eyes of the hokier. In the meantime as gold has also been withdrawn from circulation, and paper being only exchangeable against paper, it has become
