NANKING, April 10. Addressing the Pressmen this inorning, the Foreign Minister, Dr. C. T. Wang, recalling a speech which he delivered in the Majestic Hotel, Shanghai, on February 12, emphasizing that he earnestly hoped that the negotiations then being conducted would " in the immediate future eventuate in fixing the date for the formal termination of extra-territoriality in China, added that was almost two months ago.
Goal of Chinese People's Ambition,
Dr. Wang continued: "I am happy to report, as the result of negotiations conducted with the accredited representatives of theso few remaining Powers, that the goal of the, Chinese people's "ambition is to-day within reasonable and measurable distance. This is particularly true with regard to Great Britain and the United States, while similar reactions are being manifested by the other Powers concerned. .

Disagreement Over Vital Points.
"Unfortunately, in one or two vital points these Powers are not yet able to go the whole way towards satisfying the admittedly legitimate aspirations of the Chinese Government and people. I regret also to report that the disagreement over these remaining vital points may render further negotiations abortive. For well.. nigh four score and ten years the Chinese Government and people have been fettered by the restraints of extra-territoriality ad the interpretation of the treaty provision of three decades ago (when a number of the Powers agreed to relinquish their extra-territorial privileges when the state of the Chinese laws, the arrangement for their administration and other considerations "waranted them in so doing) by its beneficiaries has operated to extend rather than curtail the duration of the extra-territorial régime. The pertinent fact seems to have been overlooked by the Powers concerned that the patience and toleration of the Chinese Government and people are not inexhaustible, and that there is a reasonable limit to human.endurance. Do these Puwers desire to strain our patience and toleration to the point of exhaustion ?"

Laying stress on the late Dr. Sun Yat Sen's deathbed behest that the convocation of the People's Convention and the abolition of the unequal treaties should be accomplished with the least possible delay, Dr. Wang painted out that the People's Convention meets on May 3, and consequently it is natural that the Chinese Government and people ask, "Will the unequal treaties be abolished by then 1"
Hope of Foreign Co-operation.
Dr. Wang expressed his carnest hope that the Chinese Government and people and Great Britain and the United States, as well as the other Powers concerned, will courageously seize flecting time by the forelock and co-operate with the National Government in consummating the abolition of extra-territoriality and the bulwark of unequal treation."
Alternative to Batisfactory Bolution.
In conclusion, Dr. Wang said:Unless the satisfactory solution desired by the Chinese Government and people is cam- pletely in sight, I will be constrained, after due consultation with my colleagues in the National Government, to declare the present negotiations with the Powers concerned as having reached a deadlock."
