The time has come when all the pavement korbs, in busy thorough fares at lonat, should be made to serve a better purpose than just to indidate where the pavements end.

Forceful Persuasion,

The building of these dividing walls along the pavement edges is a psychological necessity, and would do more immediately to bring home the dangers of the streets to everyone than all the verbal propaganda on "safety first" can do in generations. It is the fact that railway have al- ways been closely fenced, that has trained our minds to visualise the danger of crossing them: with every pavement a "protected foot. path, leaving its "security" would instantly place the most absent-minded person on the alert, an alertness that must some day become instinctive in overy human being.

Make it safe where the pavement ends by building a wall to prolect the footpath, and human psychology will soon ddpt itself by learning now alertness when passing across this boundary line from the safety

zone into danger.
