JOAN

The speaker then went to dwell upon the problem of legalized gam- bling and opium smoking, two re- cognized evils which have been 6apping the economie life of › the people of Kwangtung. That both gambling and opium amoking should be permanently banned no one can deny. But this cannot be dono without seriously affecting the income of the Government. The opium tax amounts to $9,000,000 B year, and the gambling 812,000,000... Unless this huge deficit can be made up by other forms of taxation, the Government is not likely to abolish these two great social evils, but it is hoped that their prohibition may be brought about in the shortest time possible.
