TOKYO, Dec. 18.

The closure of the Vladivostock branch of the Bank of Korea is authoritatively confirmed.

All the books, documents and valuables have been placed under seal, and the bank Has been ordered to pay Roubles 2,600,000 as duties for the past three years.

The closure follows the enforced examination of the bank's' books last summer, when the Soviet accused the back of carrying on illegal exchange transactions,

It is understood that the main sufferers from the closure will be the Japanese fishery concerns, which, on account of the enforced acceptance of the Soviet exchange rates, will have to pay double royalties, and it is considered that they will not be able to carry on. Official Sanction to Withdraw.

Japan Will Not Hesitate to Adopt Determined Steps.

A statement issued by the Foreign Office regarding the closing by the Soviet nuthorities of the Vladivostock branch of the Bank of Korea makes it clear that the Government takes strong exception to the Soviet action, stating that they have, ordered the bank authorities to gather the necessary material to counter the Soviet allegatione.

The Foreign Office declares that the Government "will not hesitate to adopt determined stops" if it is proved that the Soviet nction will affect the Japanese fishery rights secured by treaty, i it is entisfied that the bank has not acted illegally, and if it is found that the members of the bank staff have been detained or punished.

Hanager and Three Clerks Arrested.

TORTO, Dec. 18. According to reports from Harbin in the Asahi Nichi Nicki, the Soviet ordered the Vladivostock branch of the Bank of Korea. to close up yesterday afternoon.

Following the closure order, it is reported that officials forced their way into the bank and arrested the manager and three clerks, The bank's head office here aaneot confirm the reports, but an official admitted anxiety, as the Soviet had previously threatened to clase this branch.

He considers that the reported arrests are not likely to be true.
