REGULATING THE SHOPKEEPER.

MAGISTRATE AND A " DESPIC- ABLE METHOD,"

It is quite right legally that these agents can induce unfortu- nato tradesmen to deal with them after hours, but it is a most des picable method of doing things. These were the words of Mr. W. Wyatt Paine, the East Ham Magis trate, last month, during the hear ing of a Shops Act prosecution.

A tradesman was sumutoned for selling a jar of chicken and ham paste after 8 pm, and the Magie trate imposed a nominal fine of us.

Mr. G. D, Lill, the corporation's croaccuting officer, mentioned that he sent a woman" into the shop to make the purchase.

Mr. W. Wyatt Paine, warmly: "I have already expressed my views with regard to that sort of thing. I am rather surprised, hay- ing regard to what I have said about the character of these prosecutions, that they arn continued."

Mr. Lill: I am only acting as the officer of the corporation.

Mr. Wyatt Paine: I do not care at all about the corporation, I am

APPEAL BY A NATIVE

CHIEF.

BURNED HOUSES OF HIS SUBJECTS.

A South African native chief who burned the houses of certain of his subjects and their contents as punishment for an armed attack on him when sitting in connoil, during which he and two of his councillors were overely wounded, appealed to the Judicial Committee of tho Privy Council.

The appeal was by Chief Tache- kedi-Khama, of the Bechuanaland Protectorate, from part of a judg- ment of the Special Court of the Protectorato, held at Lobatsi, which set aside and varied judgments of the resident magistrate in March, 1928.

The questions to be determined were whether the Magistrates' courts of the Protectorate had any jurisdiction to entertain nuiti brought by natives against the chief of their tribe for damages respect- ing punishment înflicted on them by order of the chief in council; who ther, according to native law, the

not the servant of the corporatión-chief in council had the right to I am speaking as the representative of the King

Mr, Lill then mentioned that the same practice was lollowed by the London County Council.

Mr. Wyatt Paint: You have told me that before, and I repent that if the system is adopted by the London County Council it is no ren- son why a respectable corporation like East Ham should follow their example.

PURDAH PARTY IN LONDON.

GORGEOUS DRESSES OF THE

EAST.

Dumb waiters were employed at the Carlton Hotel where the Daughters of the East, wearing picturesque untive costumes,-held a "purdah" party

It was enjoined on duch waiter that he must on no account addrcas any "Daughter of the East," but that if he wished to communicate

burn his subjects' houses and their contents as punishment in the cir cumstances, and concerning the proper amount of compensation to be paid to the chief for the wounds inflicted on him.

It was stated that this was the Arst civil cause between natives which had been before the Special Court.

Lord Atkin intervened while Mr. Geoffrey Lawrence, EC, was pré- senting the chief's case, and said that the board thought it desirable to have the views of the Colonial Ofies on whether the punishment meted out by the chief was for the peace, order and good government" of the Protectorate, and whether the Protectorate tribunal had the power to entertain suits between a

native chief and his subjects. order that these views might be The case would be adjourned in obtained.
