On what authority this statement is made cannot be traced, but I incline to think it is merely based on personal imagination, which, by the way, does not go well in a book of reference. Bearing in mind that the sur- charged values of 20 cents on 30, 30 cents on 48, and 1 dollar on cents, were not.provisionals, but in every sense of the word, regular, it will be interesting to know some- thing as to why these values were nover printed from properly en graved plates, ne was done in the case of the other values. The rea son that surcharging was rescrted to was because it was considered more economical to utilize plates which existed of the 48 cents and 90 cents values, and which were still in very good condition, rather than to engrave plates for the now values, when the desired purpose could be served equally well by the much cheaper.
