WEIHAIWEI, October 1. Weihaiwei presented a gay spectacle this morning on the occasion of the rendition of the territory to China
Imposing Array of British Warships.
All the British warships, comprising the Kent, Cumberland, Cornwall, Sandwich, Petersfield, Bridgewater, Tracian, Stormcloud, Somme, Odin, Oswald, Osiris, Otus and Medway dressed ship, all flying the Chinese national flag at the main.
The Chinese men-of-war Chinghai and Haibsing, which arrived
in the early morning, were also beflagged.
Liukangtao had a holiday appearance, flags flying everywhere. The weather was blustery and chilly, with occasional showers, but this did not dampen the ardour of the huge crowds which wero out early to secure points of vantage to view the proceedings,

Naval parties from the Kent and Cumberland landed and took up positions allotted them in connection with the ceremony, which commenced promptly at half-past ten with the landing at Port Edward pier of Wang Chia Chong, Vice-Minister for Foreign Affairs, who had beca specially appointed by the National Govern ment to take over the administration..
On the booming of a salute of 16 guns, Wang Chia Cheng was received by the British Commissioner, Sir Reginald F. Johnston,. Vice Admiral Waistel! and senior officials.
The scholars from the five boys' schools and the one girla* school in the territory and the school bands were' also present, and they welcomed the Administrator with an outburst of innumerable crackers,
The Administrator inspected the naval and' military guard-of-|- honour, and the party then drove to Government House, where detachments of naval men, Marines and the Second Battalion of the Argyll and Butherland Highlandera presonted arms.

The concluding part of the morning ceremony was. then ushered
in with the order to the troops to present arins.
Chinese Flag Hoisted.
The Chinese flag was broken on a flagstaff alongside that of the Union Jack, the band struck up the Chinese National Anthem, while the Petersfield and Kent and one of the Chinese warships fired a salute of 21 guns.
The two flags will romain flying side by side till sunset, when both will be hauled down simultaneously. Tomorrow morning the Chinese fag alone will be hoisted, Weihaiwei having once again been returned to China.

While the guards-of-honour dispersed, all the officials and officers and a number of guests adjourned to Government House, where a reception in the nature of a farewell party, to Sir R. F. Johnston was held, when the toasts of the respective rulers were drunk with musical honours, and cordial speeches were delivered,

The figures show an average per- centago increase as compared with July, 1014, for all items included by the Ministry of Labour in their statistics, and never fell below 60 for the first time at the beginning of April this year. Two months later, it was down to 54 and at the beginning of September it stood at

In 1920, the monthly average per centage increase ranged from 60 to 67. The igures have been in- fluenced mainly by the cheapness of food.
