The London Wards.
The committee found that the ar rangements in a good many Poor Law institutions, especially those belonging to Poor Law authorities which had combined effectively in vagrancy committees and those in London, gave very little cause for criticism, so far, at least, as matters of accommodation, cleanliness, and task were concerned The manage ment of the casual wards in Londɔa provided a good example of the working of the present system. While the existing system appeared to offer to a sufficiently large and well-organised unit of administra tion adequate scope for the grant of appropriate relief, there were still many areas in which the system was not carried out in its fullness.
To our minds the most serious defect in these areas has been the apathy of Poor Law authorities to- ward the strangers within the gates of their casual wards, and the w hopeful frame of mind of their officers who were entrusted with the care of these destitute way. farers.!!
