Ho did so because on calling for a show of hands in an audience of twenty thousand people he found that there were not more than one hundred or two who could only understand English.

An Interesting Study.

Observing that Wales had an educational system that was aciong. the best in Great Britain and the world, Mr. Lloyd George attribut ed this largely to the pioneer work of those old apostles of Welsh educa- tion Grifith Jones and Vicar Prit- chard. To-day there is mueh reading of rubbish and too little reading of wise books-books like The Candle of the Welsh (Canwyl- ley Cymry). That book, written by Vicar Pritchard, was the best book of its kind since Thomas a Kempis. There, are more schools in Wales to-day, people know more, but they have forgotten much. Someone asked Dr. Johnson his opinon of a man, and the doctor replied: He never shows the hours. The danger in education in Wales to-day is that it points to the minutes with great detail, but never strikes the hour as clear ly be in the days of Griffith Jones. "Twenty-seven years have passed since I last presided at an Eistedd fod in Llanelly. What sort of generation has gone since then? A much better one than the present generation is. What sort of gen- eration is coming? Nobody yet knows. It does not know itself yet. It does not know its present direction, but upon the way it moves and settles its problems de- pends the fate of Britain and humanity."

No Delay In Delivery.

In February 1850, another revi- sion of postal rates. was made by the Governor in Council (vide Government Notification No. 42) and it was this revision which necessitated the introduction of the provisionals already referred to. The new rates were effect from March 1, 1960, and as the new stamps of the changed values arrived from London in July, rather than delay, as inferred by M. Poole, prompt despatch was apparently the order "of the day both as regards this Colony and London. The ever-readiness to attribute delays, faults, etc., etc., to Government procedure is again rushed by proper and reliable in formation. As a matter of fact, the regular stamps arrived in the Colony several months before they were really required, owing to Mr. Lister's Opportunity having come at last to considerably reduce the number of values existing by the introduction of a limited number based on a decimal system.
