QUESTION OF RIVER BOAT TRAFFIC.
At the meeting of the Chinese Chamber of Commerce yesterday, the Chairman announced that the the Chamber had received a copy of certain extracts of the Merchant Shipping (International Labour Convention) Act of 1923 with a re- quest that the views of the Chambér be forwarded to the Government as soon as convenient.
The extracts were duly forwarded to the shipping merchants who are members of the Chamber and all were in entire agreement with the provisions of the act as shown in the extracts forwarded to the Chamber. The extracts relating to the employment of minors on ships

(2) There shall be included in every agreement with the crew a list of the young persons who are members of the crew. together with particulars of the datas of their birth, and in the case of a ship in which there is no such agreement. the master of the ship shall, if young persons are employed there in, keep a register of those persons with particulars of the dates of their births and the dates on which they become or cease to be mem- bers of the crew.
(3) There shall be included in every agreement with the crew a short summary of the provisions of
this section..
3-(1) Subject to the provisions of this tection, no young person aball be employed in any capacity in any ship, unless there has been deliver ed to the master of the ship
certificate granted by a duly quali fied medical practitioner certifying that the young person is fit to be employed in that capacity:
Provided that (a) the foregoing provisions shall not apply to the employment of a young person in a ship in which only members of the same family are employed; and (b) a superintendent or consular officer may on the ground of urgency authorise a young person to be employed in a ship notwithstanding that no such certificate u níore mentioned has been delivered to the master of the ship, but a young persons in whose case, any such Authorisation is given shall not be employed beyond the first port at which the ship calls, after the young person has embarked there- on, except subject to and in a cordance with the foregoing pro- visions of this section.
(9) A certificate under this sec- tion shall remain in force for a period of twelve. months from the date on which it is granted and no longer: A
