and Banka are quoted at £ and Business with £3.10 respectively consumers has slightly improved in this country and on the Continent, and rather more activity is report ed in America, but demand has not been particularly weil sustained and gives no indication of any definite expansion in consumption. The firmness was due more particularly: to supporting operations and bear covering, whilst sellers, pending more definite news as to what might be the outcome of the deliberations of the Tin Producers' Association." adopted a very reserved attitude.. On Thursday morning, it was an nounced in the Press that recom- mendations are to be made that all members of the Tin Producers' Association shall suspend produc- tion for two months and limit quarterly outputs to 30 per cent. of normal. It was further report ed that the Billiton group, subject to the above conditions, have agreed to increase restriction from 5 per cent, to 20 per cent., but will not observe the two months clos ing: Bolivian producers will also restrict on a quarterly basis. The nows, however, far from infuencing prices in an upward direction, had the opposite effect and the market was subjected to heavy liquidation and selling in face of which little or no support was forthcoming, and in consequence of which prices, sharply declined, the market on Thursday, after opening at £142 three months, collapsing to £138.10, recovering however a little to-day. The downward movement would seem to reflect the scepticism with which the new proposals are regard ed, for it seems hardly possible to give practical effect to a policy which embraces the closing down of a large section of the tin mining industry of the world for the space of two months, and in any case some doubt exists as to exactly nhat effect, such a scheme would have on the market even if strictly adhered to. However, if only by reason of the fact that the price is now ruling at a very low level and must, apart from. Association con- siderations, exert a restricting in fluence on production, it seems not unreasonable to suggest that the fallin itself have been scarcely sufficient has gone far enough and the mar to rally prices, and the firmness ket, meeting with more resistance at was more particularly due to the these prices, will scarcely experi-active support which the market ence further important decline.

The large cotton spinning com. panies in Japan are likely to in crease the holidays for operatives per month as a practicable means for the voluntary curtailment dur- ing July and August which was de cided upon at the recent executive committee meeting of the Japan Cotton Spinners Association.
They avoid the reduction of the present two working shifts to one, that is to say, the operation of the mills during the day time only, abolishing the early morning and. the evening operation, because the establishment of the single shift system may result in the reduction of the number of operatives.
Smaller companies, however, headed by the Kishiwada Spinning, have adopted the single shift sys- tem, disregarding the public attack from the social welfare view point. What the large spinners fear is this public attack, which is inevit- able, if the companies discharge their operatives as a result of the reduction of the two shifts to one has received at the hands of in- or reduce the operatives' income by fluential interests, selling of aan doing.. general character being OD the
