It is rumoured in Peiping that China has monarchistic ambitious. He wants to carve out a kingdom for himself somewhere in China, and set himself on a real throne. During his previous days of power an he was satisfed to rule as absolute militarist. He was in- tolerant of courts of justice, and if he desired to execute anyone who displeased him, did so openly and without the form even of a military court-martial. The people of Shan | tung, naturally are not eager to welcome CHAND. They are still suffering from his mis-rule, and from his attempt to recapture Shantung in 1928, and the rumours of his return are decidedly dis- turbing.
