The authority for the concluding paragraph in last week's article is contained in Post Office notification, dated July 24, 1858:- All letters posted in Hong Kong for the United Kingdom must be paid for in money, the use of postage-stamps not being authorised for the pre- sent."
That a general desire was felt by the community to be allowed to use English postage-stamps in prepay. ment of their letters was expressed in a letter from Sir Hercules, Robin- son to the Duke of Newcastle dated August 8, 1880, when requesting that permission be given to use English stamps, the Colony to be supplied with the stamps specified in an annexed requisition.
Colonial Stamps Asked For. Mr. Fortescue, in a
reply dated November 4, 1800, atated that Colonies generally had obtained stamps of their own through their London agents, and suggested that the same course be followed in the case of Hong Kong, Very little time was lost in dealing with this matter, as on March 9, 1881, a letter was sent to the Duke of Newcastle re- questing, should His Grace approve, that postal labels to the currency of the Colony might be supplied, and that the Agents-General for Crown Colonies be directed to pro- eure and forward forthwith the postage stamps enumerated in an annexed requisition.
The values asked for on this occasion were two, eight, twelve, cighteen, twenty-four, farty-eight, and ninety-six cents. Enclosed with thia requisition was a design for cach value, on which the postage rate was inscribed in cents, in both English and Chinese characters. The colours of the stamps was left to the decision of the Post Office authorities in London.
"Secret" Diplomacy!"
For some reason this matter was left in abeyance for a considerable time, and that the action taken by His Excellency the Governor was not commonly known. locally is evident from the following, which refers to the annual meeting the Hong Kong Chamber of Com merce:-"On October 17, 1881, the attention of the Committee was drawn to the inconvenience result ing from the method at present adopted in the prepayment" of postage in the Colony, and a letter was accordingly sent to the Colonial Government suggesting the advan tages which would accrue by the introduction of postage stamps. The Acting Colonial Secretary replied, stating that the subject had already been under the consideration of His
In September: 1862, the stamps as requisitioned left England in one consignment, reaching Hong Kong toward the end of October. (This would appear to be the reason for October being given by Bertram W. H. Poole in his handbook on "The Postage Stamps of Hong Kong" as the month in which the first stamps of Hong Kong made their appearance.) On November 29 a notification was published in- forming the public that on and after | December 8, 1862, Colonial postage- stamps would be issued from the Treasury and the General Post Office, and their use for the present would be optional.
From the above, I think collectors may safely regard December 8 as the correct date of issue. We come now, so far as stamp-collectors are concerned, to the more interesting stages in the postal progress of the Colony,

Having some knowledge of the delay before the work was put into the hands, of the printers, it might be correctly assumed that they were requested to treat the order as urgent, with the result that a lack of unformity exists. This issue will be dealt with fully in next week's article.
